The items accepted on this letter have been forwarded to Laurel for further consideration, where we expect they will be decided on in September of 2007.
1. Andreas Jäger von Holstein - Resubmitted Name and Device Accepted
Argent, a bear sejant erect sable and on a chief rayonny enarched gules a lightening bolt fesswise argent.
2. Berewyn Connell of Blackwode - New Device (Kingdom level resubmission) Accepted
Per chevron sable and purpure, a chevron indented Or and in chief two wolves combattant argent.
3. Petr Kotok - Name

There was some uncertainly as to whether this should be treated as a change of name, or as an appeal. Since the original name was neither returned, nor changed as a result of a request for authenticity, we are considering it a change of name and therefore a payable item, rather than risk an administrative return for non-payment.
4. Rhiannon le Meke - New Name and Device Accepted
Per pale azure and Or goutty de sang, a harpy displayed counterchanged Or and azure.
The device was redrawn at kingdom, in accordance with Myfanwy ferch Rhiannon’s comments. The headpiece was removed from the harpy/Frauenadler, and the gouts were made somewhat larger.
We have also noted the possible problem of combining the given name Rhiannon with birds. Regarding this combination, precedent states:
The name of the Welsh goddess Rhiannon should not be used in conjunction with horses or birds, both of which are strongly associated with her in legend. [Baldwin of Erebor, 9 June 85, p.1]
However, a harpy is categorized as a monster, rather than a bird. Further, precedent states:
Note: the fact that [the harpy or frauenadler] were considered distinct charges in period allows us to grant a CD against eagles. (Barony of Red Spears, LoAR 09/1993)
Also, the combination of the given name <Rhiannon> and birds was registered as recently as July 1998:
Rhiannon of Ravenswood: Sable, a chevron gules fimbriated between three roundels argent each charged with a raven sable. (July 1998 via Meridies)
The blazon was submitted to kingdom as “…a harpy display counterchanged,” however, the harpy is not per pale Or goutty de sang and azure, but rather per pale Or and azure (no gouts). The blazon was inadvertently submitted uncorrected in the OSCAR upload. I posted a correction to the OSCAR system shortly after its upload.

6. Thorolf the Blak - New Name Accepted with Change; Device Returned
Quarterly sable and Or, in bend sinister a Thor's hammer and a wolf'd head ululant couped contourny sable.
The definite article in the name was capitalized. Since the article should be in lower case, we have made this minor change, as allowed by the submitter.
The arms violate RfS XI.3which prohibits the appearance of marshalling. A quarterly field that uses plain lines of division would require a central charge that crosses the lines the division, a set of identical charges over the entire field, or an overall charge.
7. Tigernach mac Cathail - New Device Accepted
