The items accepted on this letter have been forwarded to Laurel for further consideration, where we expect they will be decided on in January 2011.

This conflicts withThe Kingdom of Ansteorra [Ensign]: Or, a mullet of five greater and five lesser points within a bordure sable.

There is one CD for the field. There are numerous precedents that establish that a mullet of five greater and five lesser points is not different from a compass star:
[Da'ud] [Mullet of nine points vs. compass star] "[difference for changes to other things] but nothing for the change to the mullet." (LoAR 8/90 p.16).
[Bruce] We grant no difference between mullets of six points and compass stars, nor between compass stars and suns, so all three are considered as variations on the same charge. Using them all in a single device is not acceptable style. (Isabella Julietta Diego y Vega, October, 1993, pg. 19)
[Da'ud] [Gyronny purpure and argent, a compass star elongated to base, a bordure counterchanged vs Gyronny of six purpure and argent, a mullet of six points azure within a bordure counterchanged.] There is a CD for the tincture of the primary charge, but there are no other countable differences between the two devices. [Editor's note: thus implying no significant difference between gyronny and gyronny of six, nor between a compass star elongated to base and a mullet of six points] (Raffaelle de Mallorca, 6/95 p. 23)

Precedent holds that a compass star within an annulet has no difference from a compass rose: "There is no difference given between a compass rose and a compass star within an annulet" (LoAR June 2000). No difference is given between mullets of six or more points, so this submission's mullet of five greater and five lesser points within an annulet is heraldically equivalent to a compass star within an annulet. [Francois] [comparing a mullet of six points vs. a compass star] There is ... [no CD] for type of the primary charge: There is no type difference between the compass stars and the mullets of six points. Because of the unusual (and non-period) design of compass stars, with their four greater and four lesser points, they are considered as variants of both mullets of four points and mullets of eight points. There is no type difference between mullets of six points and mullets of eight points and, hence, no difference between mullets of six points and compass stars. The given name as submitted omitted the accent.

Clear of Samhthann ni Ghiolla Mhuire (7/01 Calontir) -- Gyronny vert and Or, a horse salient sable, a bordure sable semy of Celtic crosses Or. There is one CD for changing the primary charge, and a second CD for change to the tertiaries per RfS X.4.j.ii. There is NOT an additional CD for change of tincture per RfS X.4.a.

To quote the pertinent RfS sections:
RfS X.4.a: There is a clear difference for reversing the tinctures of a field evenly divided into two parts, per saltire, or quarterly, but not for reversing the tinctures of a field divided in any other way; Per pale nebuly ermine and gules has one clear difference from Per pale nebuly gules and ermine, but Paly ermine and gules has no clear difference from Paly gules and ermine.
RfS X.4.j.ii: For armory that has no more than two types of charge directly on the field and has no overall charges, substantially changing the type of all of a group of charges placed entirely on an ordinary or other suitable charge is one clear difference. Only the new submission is required to meet these conditions in order to benefit from this clause. A charge is suitable for the purposes of this rule if (a) it is simple enough in outline to be voided, and (b) it is correctly drawn with an interior substantial enough to display easily recognizable charges. Sable, on a pale argent three lozenges sable has one clear difference from Sable, on a pale argent three ravens sable. … Argent, on a fess azure between two pine trees vert a spear argent has one clear difference from Argent, on a fess azure between two pine trees vert a rose argent.

4: Eleanora de Rosewycke - New Name & New Device Accepted

Close, but clear of Jacquetta Edington of Yorkshire, registered in August of 2001 (via Atlantia): Purpure, a goblet and in chief three roses Or. There is a CD each for the tincture of the goblet and the roses.

There was question about the double complex line of the chief. We find Andreas Jäger von Holstein. Name and device. Argent, a bear sejant erect sable and on a chief enarched rayonny gules a lightning bolt argent which was registered in July, 1992, without comment. Further, there is a precedent from May, 2002:

Justinian the Gentle. Name and device. Or, an elephant rampant and on a chief enarched and invected azure a crescent between two musical notes argent.

To quote from the LoAR of June 1997, "While it is true that lines could be enarched and also embattled, engrailed, et cetera, the enarching was basically to show the curvature of the shield". Enarched lines are an exception to the general practice of disallowing the combination of two different complex lines of partition into one line of partition, so this enarched and invected chief may be accepted.

However, there is a conflict with Anita de Challis (12/05 Atenveldt) -- Gules a seeblatt and a chief doubly enarched Or. While there is a CD for changing the line of division of the chief, there is a not a CD between a heart and a seeblatt by Precedent from Francois's second tenure says:

[Argent, a seeblatt gules between two bendlets sinister azure.] This conflicts with Karen Roslin: Argent, a heart gules between two pallets wavy azure. There is a CD for type of secondary charge between bendlets sinister and pallets wavy, but changing the line of division is part of the type change. There is no CD for type between a heart and a seeblatt, leaving just the single CD. [Grietje Crynes, LoAR 09/2004, Northshield-R]

That leaves a single CD for the change of type of complex line on the chief.

Conflict with Rokeclif, Shire of, badge, 5/02: (Fieldless) A cattail slipped and leaved proper.

There is a CD for fieldless vs. fieldless, but there is not a CD for number of stalks, by Precedent from Francois's first tenure:

[(Fieldless) A cattail plant with two cattails argent] Conflict with ... (Fieldless) A tuft of three cattails slipped and leaved argent. There is a CD for fieldlessness. However, both these pieces of armory are effectively cattail plants. The exact number of cattails on a plant may be blazonable but is not worth difference. This also conflicts with ... Vert, three cattails slipped and leaved conjoined at the base argent. That armory also appears to be a single cattail plant, resulting in a similar analysis. [Iron Bog, Shire of, 05/2002, R-East]

While the Barony has successfully registered a number of badges [field tincture] A stalk of three cattails slipped and leaved Or, this badge is different, having the cattails slipped & leaved proper. Thus it is in conflict with Rokeclif's registered badge.


10: Sorcha MacKenzie - New Name Changed & New Device Accepted
Per fess azure and sable, a phoenix and in chief a heart sustained by a pair of hands fesswise aversant argent

"McKenzie" is a scribal abbreviation of "MacKenzie". We have changed to the full form.
